D9400 and ATOM-15 windows 8.1 HD6570

I am upgrading my mame cab.  I need to run xp or windows 8.1 in order to use a usb2gun pcb.  issue I am having is when I  install atom-15 on card the computer boots up I see the windows logo but then it goes black.  I have tried 15 only 31 only 25 only and combinations still same issue.  If restore card it boots fine.  I am concerned with damaging the monitor during start up because of the out of range issue.  Any Ideas why?
